REQUEST FOR PROPOSALS

Selection of the Flag State Inspector to conduct inspection on the Mongolian flagged vessels.  

(South East Asia Area: JAPAN, KOREA, CHINA, VIETNAM, TAIWAN, SINGAPORE, MALAYSIA, INDONESIA, PHILIPPINES)

Mongolia Maritime Administration (“the Administration”) is a government organization established under the Ministry of Road and Transport Development of Mongolia to conduct ship registration activities. 

In order to enhance the ship registry operations and ensure the maintenance of satisfactory standards on vessels registered under the ship registry of Mongolia, the Administration is announcing this RFP to select an experienced, qualified, and internationally recognized Flag state inspector. 

In accordance with the awarded contract, the selected Flag state inspector shall be responsible to enforce a high standard of compliance with all applicable international and national regulations and standards for vessels registered under the ship registry of Mongolia, conducting annual inspections, conducting follow-up inspections on a previously issued deficiency or item that may require a physical inspection or check on the corrective action on vessels which are detained and ensure the safety of shipping.

A person willing to participate in the selection process shall meet the Flag state inspector evaluation criteria as follows: 

  • Shall meet the requirements set forth in Article 29, 30, 31, 32, 33 and 34 of the IMO Instruments Implementation Code (III CODE) adopted by the IMO Assembly (Resolution A.1070 (28));
  • Shall have a diploma in shipping management or engineering;
  • Shall have a minimum of three (3) years of experience working on board vessels; 
  • Shall have documentary evidence of either having completed training course for Flag state inspectors; 
  • Shall have the necessary safety equipment and clothing for an inspection;  
  • Shall present a Medical Certificate of Good Health; 
  • Shall have legal knowledge in order to enforce a high standard of compliance with all applicable international and national regulations and standards for vessels;
  • Shall have knowledge in IMO mandatory instruments, i.e. MARPOL, SOLAS, STCW, LL, TONNAGE, etc.
  • It will be an advantage if a person has professional networking with port State authorities, Classification societies, International Labor Organization, and recognized organizations.

A person, who fulfilled the above requirements, needs to submit copies of the following official documents:  

  • Official request/statement of interest to participate in RFP;
  • CV; 
  • Copies of diplomas, professional certificates, and job descriptions;
  • The list of executed tasks, copies of certificates, special licenses, and other official documents relevant to ship inspection; 
  • Reference from the competent authority if a person acted as a Flag state inspector on behalf of a particular State for the last 3 years. 

Your Statement of Proposal (with the required documents stated above) in a sealed envelope should be forwarded to the following address, where to be received no later than 17:30 (Ulaanbaatar time) by October 18th, 2023. A proposal sent via email is acceptable.
